It seems the domain at rhinoparametrics.com where the v3.0 could be downloaded, expired after the New year.
Try contacting the author of the plugin in here:

By the way, this would probably need to be posted in some separate topic, like "They said about Grasshopper", but I could not resits:

While searching for the Rhino Parametrics download, I found this comment:

"Grasshoper - it's made for Einstein not for graphic designers."

An uknown author from an unknown forum, on "RhinoParametrics" topic. :)
