Unfortunately there is no simple answer for this, depending on your mesh topology it is either possible or not. It is also evident to understand the difference between a nurb and a mesh in the way they are described as geometries. A Mesh consisting of vertices and faces and a nurb curve or surface described by controlpoints with different weights.
To come back to your question, take a look at the T-splines plugin for Rhino (http://www.tsplines.com/) This plugin deals with yet another topology called t-splines, which is somehwere in the middle of a mesh or a nurb (comes close to subd's) but is able to translate a mesh into nurbs surfaces and vice-versa.

Several years ago this question popped up in the forums-
David was so kind to create a ghuser object that did just that, at some point during the thread (its how I learned what a ghuser object was). If you search for it, you may find it, or perhaps someone can repost that object.
Hi, i really need a definition that could convert a mesh into a single nurbs surface (not a brep). Do you remember what David's definition was called? I could not find it anywhere. Thanks

Please can you post a print screen and a file of your mesh?
There might be some ways through organizing the points into a grid or even defining curves to loft but it all depends on your mesh (if it is a closed volume, if it has only quads...).
