Lofting a surface starting with a series of points

I'm starting with a series of points which change position along the Z axis based on the distance between an additional point and any of the points in the series, respectively. I am trying to lay a surface on the grid of points. If there is an easy way to create a surface that would move in this manner without having to bake points first, that is what I'm looking for. Any help on methods of bringing a series of points into a surface would be greatly appreciated as well. Thank you.
