What Gismo's "OSM shapes" component does it: it downloads and OSM file, then converts to a shapefile and reads it. It seems that in your case the downloaded .osm file is invalid.
We can check if the main "gismo" folder in whose subfolders the .osm file should be downloaded, has required permissions to "accept" the downloaded file.
Try this fix.
The fix explains how to set permissions for the "MapWinGIS" folders.
Try doing for those just in case, but also do the same set of permissions for your main gismo folder. It should be "c:/gismo" by default.
If it does not work, then make sure that you apply the same permissions not only to the "ALL APPLICATION PACKAGES" but also to your "Users(DESKTOP-_Users). I attached a screenshot of this below.

Interesting.
Now that I checked other topics, we had a somewhat similar (but not the same) issue with "Terrain Generator".
It ended up that firewall was preventing the "Terrain Generator" component to access the terrain data.
In your case it seems that "OSM shapes" component may not be able to do the same: even though you see a downloaded file (as shown in 3.PNG) its size is 0 kbs. Which may indicate that something on your system is preventing an access to the openstreetmap.
As you mentioned try turning off Windows Defender. Try turning off all of your Antivirus and custom Firewalls. Then turn off Rhino, and start it again.
Is there some improvement or not?
Of course, I repeatedly disconnected the antivirus and all the rules of the defender.
But this does not work. My last hope is to create a security rule for this particular port (openstreet). But the problem is that I can not find out which port is downloading.
