algorithmic modeling for Rhino

 I am trying to bridge two surfaces with tubes. But I want to be able to vary the location of the tubes and their radius more easily. I have two scripts - one which starts with mesh, other which starts with points.
The mesh one doesn't have the flexibility of easily changing the radii and location. But gives a cohesive mesh that can be used to extract panels and further work with the structural system.
The point one gives the result that I want - except the resulting mesh is no longer a quad division and is very messy to further work with in terms of panels and structure. Is it possible to retopologize it?
I want to avoid using T-splines if possible.

Kindly upload the rhino(.3dm) file or right click on the reference containers and then upload back the .gh files.
