Grouping cull pattern

Hi,

In general, I am trying to create a pattern like below.

My plan was to make the points of the cull pattern on the top curve into multiple groups and connect each group with the listed points on the bottom curve.

Right now, I am stuck at grouping points in a cull pattern into multiple groups..

What I presented may not be the most optimal solution to creating such pattern, so any insights on other approaches will also be very much appreciated.

Thanks so much! it works very well. 1 follow up question, what is the purpose of exploding the curve? I have a filleted curve so I took that part out and it worked fine.
