I apologize for not being able to speak in the correct technical terms. I'm also fascinated with the organic branching nature that Tetgen produces within the mesh.

Are you familiar with Thomas Lufts Ivy generator? http://graphics.uni-konstanz.de/~luft/ivy_generator/ without considering the leaves that attach to the ivy for a moment, it appear Thomas has written a branching script somewhat similar to Tetgen except his attaches and grows around the exterior volume of a mesh. (see pic)
