Looks like some of the results produced by, as Igor mentions, Gearotic software, written by Art fenerty, the creator of the Mach3/4 cnc controller software.
That said, this would be an interesting script project. Let's see, have to divide the circumference of the ellipse into a number of gear teeth, either by teeth/inch, or total number of desired teeth. Then to get the pitch of each 'tooth', project a line inwardly? toward the centroid, but no, that would give a straight line, yet really need a curve that is always tangent I think to the rotation of each tooth. Hmm. deceptively simple, yet the tooth profile design might be the most complicated. Then, animate the rational angles of the ellipses, as suggested by Mateusz
