Maybe you severely limit the scope of your job search? Once I was looking for a job in my city and even in my country, and I thought that there were no good options for me at all. I consider myself a good specialist, however, I still have big problems finding a new job.

I think that if you're hardworking, learn quickly and you're ready to work hard, then you can find a good job in any country. For example, I look at vacancies in Dubai quite often and I'm especially interested in jobs for Indians in Dubai. I think that your friend just needs to devote more attention and time to finding a job, and everything will be found.
