This approach it´s very simple. As i say in the post bellow, i used 4d Noise, available here : http://www.food4rhino.com/project/4dnoise , and well just follow the defenition on the image. I hope it was useful

As i see is this that you will need. have look in the work developed by Matteo lo prete here : http://www.grasshopper3d.com/profiles/blogs/generating-isopotential...
It is all about introduce a section plane to mesh and after connected the result curves to planar surface and well, extrude. I hope it was useful . If you have any doubt let me know. latter i will post the definition.
