I used a rectangular grid, did a random reduce on the points and i mapped those points onto the torus using the surface morph component. The trick is to not have an 'edge', see image below,
This happens because of the edge of the surface. Although your torus may seem topologically closed, it has still a start and end. To solve this is I made my rectangular point grid, 'tillable'. What I mean is that you could copy it in both ways and it will seamlessly blend on both edges. Which means that the voronoi in the end gets a smooth transition. The only issue is that the transition is mirrored, this only is for some voronoi cells. I used a cylinder to explain, because it is easier to see than a torus, because it only connects with one edge. see image below:
