When looking at the jpg it seems your solution is quite good, but I have to see the files to be sure..

in this case, i will extend the discussion problematics, as i have developed the files further and met new problems.

When lofting the contour curves to make the deck boards, obviously there will be an unwanted reaction with the holes in the deck. I havn't figured that one out yet.

Maybe something like this. 

Rearranged to work it through, added a curve boolean, which makes it nice. 

However, curve boolean takes some computer power so I would wait with that operation until the design is finished. 

But, with this setup (which could possibly get cleaner) you can add any inner yard shapes and all boards adapt to the outer shape as well.
