Any idea as to make with kangaroo

Hi all.

Help please create big ovals around the red points and small ovals around the green points. As in this image. I try to use the Voronoi diagram, but unfortunately ovals obtained approximately the same size. Between them there is not big difference in size. I would like to create a large oval and in the intervals between them put very small ovals

By the way Ovals looks angular. I used Filet.
I want to make a more rounded polygons as it does that command
