how Heron work with Russian ArcGIS REST Service

Hi

I have downloaded and installed Heron on the PC
With a training file and it works. 

I live in Russia. We have urban GIS service
http://maps.rosreestr.ru/PortalOnline/
http://maps.rosreestr.ru/arcgis/rest/services/Cadastre/CadastreSele...

I tried to configure a Heron to work with it
but the team RESTvector gives empty data

Is it possible somehow to configure it?

Hi Kir!

I think there is no a legal way to download parcel vector data via API. There was some undocumented feature (as a kml file) 2 or 3 years ago but now it is closed as I know. Maybe only raster one as WMS.
