I'm afraid in this case what you see is all you can get.  The darker gray shapes in your image are the ones that represent the buildings, and there's not many of them defined for La Plata.  And just looking through the OSM file it doesn't look like any of the buildings that are included have a height defined for them and the 3d buildings functionality of Elk relies on a height tag being included for buildings.

Another thing you could try is using the Levels tag.  It's a little more ambiguous than a height tag, but you could try using it as well.  Still doesn't help you out a very much as only 16 buildings have a levels tag (and at least one is zero).

I have to wait for the internet page https://www.openstreetmap.org/export#map=14/-34.9214/-57.9374 charge the city.

Is there another page to export osm files?
