unable to install .rhp

Hello everyone,

I am not able to install the .rhp file. I am aware I have to unlock it first and that is the problem per se. I right-click the file, then properties, and finally I don't get an unlock option in that screen (check the image attached).

Does anybody know what to do in this situation? help!!
