Hi David,

From a demonstration and teaching point of view it would be great if there was a method of showing tooltips as static "panels" allowing you to have more than one visible at a time in the QIE. Once floating they are movable with a tether to their source, and have a closer cross for ease of removal.

Since the tooltip is never supposed to be under the mouse cursor, how would one push the tooltip into this permanent state?

Possibly from the context menu or a keyboard combo. 

I suppose they are cutdown versions of the Data Viewer but the key functionality is to be visible in the QIE and not just Windows objects

Ah, if they become separate windows then they will not automatically be included in the QIE. Well, I'll put this request in the long term GH2 list as suggested. It seems it would make a lot more sense for them to be actual objects (like panels) so you can resize them as you see fit and delete them simply by selecting and pressing delete.
