Voronoi

I'm trying to apply this definition to a simple surface in rhino to create Voronoi on it but for some reason i can not set the surface. What i am trying to do is create point into the shape of mesh and then apply Voronoi defintion or just create the shape in Rhino and then apply the definition to that.

Can someone please help
