algorithmic modeling for Rhino

use curves to specify the base of a mesh - but curves are overlapping

hi,

i am attempting to start my dissertation right now so you might have noticed a few questions suddenly asked by me - any existing tutorial links would be amazing as answers for questions as well.

anyway. i specify multiple independent points and around each point is a curve. i want to use the curves to specify a single mesh. obviously these just specify the base of the mesh - there are other curves but i am keeping this question as simple as possible.

i want to be able to move each of these points as i like and potentially even introduce more if i like. my problem is that when my points get positioned close together [image attached]  i get an overlap of these curves which would either make an inefficient mesh of fail to make one completely (I haven't tried yet but i have anticipated the problem). what i would like is a way that the curves could combine to create a new shape when they are in a specific proximity. so effectively i am looking for a kind of offset command but around a point?

does anyone know of any projects conducted like this before? also if anyone can anticipate any other problems i may run into i would be open to any help.

i feel bad asking relatively simple questions because i dont know much terminology - how would you recommend that i troubleshoot in future before i turn to the forum as a last resort?
