uneven surface subdivision

Dear All,

I am trying to generate a tri/quad/pent- lated subdivision of surfaces.

Basically, i have random points which are connected to form lines. Then I want to subdivide/split the surface based on these lines. Then create a filleted surface from the splitted surfaces...as shown in the attached image...

I thought this will be easy for me but i have been banging my head on the office desk... pls help me...
