it's not dumb at all. It's just not possible. A mesh can have any topology genus, whereas a surface is very limited in what it can represent. It is possible to convert a mesh into a polysurface, but even that is a very complex process. We (McNeel) do not have an algorithm for doing this. We can create a surface for every individual triangle in the mesh, but that is rarely a desirable outcome.
Under very special circumstances it is possible to fit a surface through a mesh. Can you post an image of your mesh?
