SURFACE FROM POINTS....how does it work? Please HELP!

Hi guys, I need to create a surface from two groups of points, as shown in the jpg...

I can't make the component surface from points work....I thought it was enough to connect to it the points....can somebody tell me how to? or suggest another method?
