stream content/destination

Hi David

I just open a definition made with the GH previous version, and figured out that the data from the panels will not stream any content in the destination folder.

This used to work in 0.9.0016

I'm seeing similar problems.

With "Stream Contents", if the file doesn't exist, it won't create it. Once I create it, I can stream to it. However, I can't figure out how to change the stream target without recreating the panel. Clicking the button only turns it off and on.

With "Stream Destination", it appears that setting a file target deletes that file, leaving the panel unchanged.

I think the problem was that the streaming directory was not recreated if missing. I changed the way streaming works now, should be (a) more reliable, (b) more aggressive and (c) more informative when it does fail.

However I'm merging this new code into Rhino 6.x, not Rhino 6.0 so it will probably not be part of the first Rhino6 release but of the next service release. We're not supposed to make changes to 6.0 any more unless they are vitally important, and I don't think this qualifies.
