You first need to decide what the rule is for your rotations. Then we can talk about formalizing it using Grasshopper.

i want to set some panels in a roof with that rotation 

David means that the rule for the rotation is NOT that clear: since it's variable ... for example ... do the transversal major panel axis "point" to some kind of attractor? (or many, or many per "row").

That sort of things.

Additionally: do you want some kind of assembly/component discipline for that one? (meaning : an instance definition of  a SINGLE "component" (block) that is placed (main trans : PlaneToPlane transformation + Scale) in 3d space).

The totally wrong approach could be to create/place a myriad panels that are the same anyway. Very taxing without absolutely any reason (and very bad engineering approach).

If so the topology part of the solution is rather easy : just define the right coordinate systems for the iteration of transformations (coordinate systems are called "planes" in GH).

If you do this (the right thing) the advantages are more than obvious (but requires some C#).
