Polar angling rectangular surfaces to a face their normal to a set point (Please help..!)

Hi, I am trying to model this in Rhino. I am new to grasshopper but I believe this can be done simply.

There are so many rectangles and and I am struggling to model them. The rectangles need to angle their normal to the top of the tower.

Could someone help me with this one?

Chansso,

A modification of the definition grasshopper to be add a road, as your picture shows.
And I'm also sure that there is only one panel two, as shown in your picture.

Regarding to learn grasshopper for my leaving is an autodidact.

To use force everything becomes a breeze.
