plane keeps fliping while rotating.

I'm assuming you're defining the plane by origin and normal vector. Since these values do not unambiguously define a single plane, the result you end up with is never going to have a reliable rotation.

You should get consistent orientation by rotating an existing plane, or by defining it through origin+xaxis+yaxis.
