Pattern on a mesh

Hi,

I am trying to reverse engineering a project "Double Agent White". 

So far, I just got some mesh bubbles , but I am trying to combine another definition (see the image of original definition below) with my bubbles' definition but it failed.

I tried a lots of way to achieve that but I found there is always a problem on the edge two sphere attached together. But this case doesn't allow all bubbles to sperate from each other. This is what I got so far. Anyone could do me a favor, or give me some hint to make a pattern like original project on a MESH.
