Orientate a curve perpendicular to a surface

Hi, I'm trying to get the circle to follow the angle of the pipe geometry as opposed to simply elevating along the curve in the z axis. I believe it something to do with perpframe or orient but don't seem to be able to get the achieved result.

Alright Danny, I like your efficiency of cleaning my script of items and perps, but I couldn't seem use that method to achieve my intention. The below script shows how I want the lines and points to work, but using my original long hand method as opposed to your cleaner one.
