orient multiple panels from curved surface onto XY Plane

Hello Everyone,

I am trying to develop a routine which can take a large number of warped panels which make up a surface and orient them on the XY plane in a grid or some other organized fashion. 

I know how to do this in a very messy way but does anyone else have a quick, routine.
