Perhaps a napkin sketch showing what you are after?
It's easy to scale and move geometry based on distance to attractor, it is however very difficult to make geometry pay attention to its neighbours. That requires some form of internal iteration where every object is aware of every other object and GH is pretty bad at that sort of algorithm.
You may be able to leverage Kangaroo for the collision/spacing part though, but exactly how is beyond me.
I attached a file which does some moving and scaling based on distance to attractor, but it may not be what you're looking for...

It's definitely the feel of what I was looking for.
But I was hoping there's a way to have the rectangles have a series of fixed dimenions (30X40, 40X60, etc.). I guess it's much harder than I thought.
