New update to Nelder-Mead optimisation plug in (0.3.0)

Since the first release of the Nelder-Mead Optimisation plug in there have been a few new features:

- Automatic restart: Nelder-Mead is a local search-based optimisation algorithm, in order to prevent it getting stuck in a local optimum a restart at a new position is initialised each time a optimum is found. The position of the new start point takes account of previous converged points and start points to avoid repeated results.

- The component now supports gene pools so that the component can directly replace Galapagos when required.

In addition there have been bug fixes, improvements to the starting simplex and improvements to the charts.
