multiple attractor points for horizontal louvres

hi all

im wondering if anyone could help me, im trying to use attractors to bend horizontal louvres on a surface.

ive attached a screen shot of where im at, ive divided the surface and extracted the points and ive culled them...im wondering how i would proceed.

ive also attaced a quick sketch of the desired results, any help would be great.
