moving line on x and y axis and keeping its length

Could anyone please tell me how to move a line and keep its lenghts on x and y axis in one movement?

I have attached a simple graphic:

I want to move the (a) end of red line on y axis downwards, but want to have its (b) end to move along the x axis without changing lines lenght (green line).
