algorithmic modeling for Rhino

I am facing a problem in dividing this mesh into quads. I am trying to develop its relaxed mesh to divide it into strips according to a tutorial by daniel piker at link below.

I am not able to achieve division of initial mesh as shown in the tutorial please help me. I am attaching rhino file too.

Your initial mesh is not a quad mesh, so, what makes you think using "Refine" yield quad mesh output?

You'll need to convert tri-mesh to quad first.

Thanks for your reply..I am not good with meshes...I intend to learn them correctly..and best way to do that is to create and question...when I created the mesh from mesh primates and then applied union command to make it as the form given in picture ...it triangulated the mesh. I will try it now as pet your script. Thanks again for your input.
Just one more curious question what if I create initial geometry as nurbs surface only...I think then it would even more simpler ...by that way we can eleminate first part of the script suggested by you
