Not sure if there are plans or not. Greg is (and has been for some time) been working on an improved Make2D solver. I'm not entirely sure yet whether the new code is already in Rhino5 or not. Out in a request at the RhinoCommon GitHub main page: https://github.com/mcneel/rhinocommon

Hi Dmitriy,

I would like to get RhinoCommon eventually to a point where pretty much every command in Rhino could be implemented through access to RhinoCommon.  That is a pretty lofty goal and we won't get there for several years.

As far as Make2D is concerned, I doubt there will be any access to this functionality during V5; but if we are going to put any major effort into Make2d in V6 we will try to get pieces of this into V6.
