Louver System onto Surface

What is the issue exactly?  Can you be more specific about what is giving you problems?  Images are also helpful.

I took a look at what you have so far...how do you want the louvers to react to the attractor point?  Rotate towards it? Inversely?  Rotate within a range?  Where do you want to anchor the louvers to the surface?
