What is the logic for surface from points, What is the proper amount of U values to give it based on the points you input? I always seem to get this error "U count not valid for this amount of point"

If you divide a surface or curve in N segments,  you have N+1 segment end points.

The U count should be the larger of the dimensions of the point grid.  For example here it's 6.  You still need to work with a basic row/column grid (though the spacings can be irregular) to get proper result.

but does this only work for planar surfaces?
No the points don't need to lie in a plane.

I'm finding that if the points are not planar that the surface folds over on itself-- is there a way to fix this?

You have to pick the points in a specific order.  Can you post your grouping of points in a rhino file?

This is pretty much where I'm at.  I'm trying to create a surface that is randomly undulating that goes to the edge of the circle.  I'm really new to Grasshopper, so if there's a better way to do it I'm all ears!

Maybe like this?
