 Try to use tools from Heteroptera add-on:

 Geometric Region (little slow)

or both NetFromLines and TopoRegion (more faster).

If the curves are intersecting(ending) at intersections, then you can use weaverbird tool (mesh from lines, and then you can extract faces

otherwise, you need to intersect all curves using the shattering tool

your curves are not intersecting at all, Zoom in to see

and they are not on a plane, but on topography 

and as I explained above, they are not shattered at intersections

Try this one, but first remodel your curves by hand
