algorithmic modeling for Rhino

in random points / circle - controling distance between them

I try to get some circle inside a surface. I would like to generate circle inside a certain surface but not overlap. 

I tried to do by distance minimum distance between points - but I didn't get the result.

I would like to controle the number , the size, and the distance between circles.

any solution ?
