Try [Sub Curve]...

Reparameterize your ellipse and specify a subcurve domain of (0 To 0.5) or (0.5 To 1). Your subcurve domain could also be (0.25 To 0.75) depending on about which ellipse axis you want to halve the ellipse.

You'll have to take note of the start and end point location of your ellipse and the curve direction so you can keep the half that you want.
