How to create the topography according to these lines on a plane？

Given that data, this is the first step that comes to mind...  But again, the crossed topo lines are a show stopper, eh?

If the lines are not crossed, the script AREA is also red...  LOL

Of course!  I used that to sort the circles from the rest of the lines.

Look, I probably shouldn't have commented on this one.  There is no obvious technique involved, and while I can imagine some artistic ways to utilize curves like this, it's your art project, not mine.  Have fun.
