How to align object to a surface?

Hi,

I try to rotate circles that I got, each with a centre in a grid point. They are located collaterally to the xy plane, but I want them to bo aligned to the surfaces on which grid is implemented.

I tried to rotate them using Rotate 3D, but it seems I did something incorrectly.

I attach gh file :)

Please Help!
