How I CAN WILD TO MESH ?

I try to use {weaver bird join and weld mesh } but not work....the points are not coincidence....i want to do this design ....The file was attached ......thanks

If the points are not coincident weld will not help. Download meshtools from food for rhino.

It probably uses closest point search to merge vertices together.
