I am actually intrested in the bubbles not the Voronoi.

It is actually inspired by Weaire-Phelan structure (a "crystalline" structure made of 2 sorts of blablablahedrons), which is regular and not really a Voronoi, but you can get similar results with the links Michael suggested, choosing points wisely.
