That is a very bad mesh. You have to redo it again correctly so you can smooth it as you expect.
For example, you can not have vertices in the middle of an edge. That's why you can not join it in a clean way. I recommend you to see some tutorial to work with meshes in Rhino. Try to minimize the number of edges and vertices. Also keep in mind that if you lack faces the smoothing may not be what you want.
