how can i make the boolean component true and fals when i connect a pannel to it show me the following pic

Boolean parameters either receive their value from a source parameter, or they contain their own data. You can set local data (this is called 'persistent data' in Grasshopper speak) via the context menu of the Boolean Parameter.

Since the panel is 'downstream' of the boolean parameter, it cannot affect the values.

Note that you can also use a Boolean Toggle if you want to easily switch a True/False state.
