I tried to do this but will help more if I had any difinition in grasshoper for this because I can not make them as random as they seem in the example that I like....

There are many ways to do similar results. I would look into the plug in called weaverbird as its good for mesh typologies  At its very basic would be subdivision and smoothing system like this. But this is a very basic example. Im sure Ali's model has many more steps and process that cant be repeated in one step as it was a school project.
