If you want to get help, you need to show your willingness to at least have a go at it. Its not a tutorial but someone showing off something they have been working on, so I doubt someone will recreate it for you.

Hint: Learn about offsetting curves and you will get very close. There is a plugin called Clipper, which will probably help a lot.
