Get frames to be oriented all the same way

I've exploded a polyline so that I could locate a frame along the center of each segment but I'm having a problem with the frame's orientation. In some cases it's correct, in other is rotated 90 degrees and din other it's rotated 180 degrees. How can I fix this? file attached as well.
