geometry orientation/positioning & preventing overlap of geometry

Hi There,

I am currently working on a site plan for a uni project. After a lot of googling and testing i have given in and would really appreciate some much needed advice.

Quick overview - i have populated a site with a set number of points (plots) and have influenced their position through an attractor curve. There are 2 stages i am struggling with (currently). 

1 - how can i orientate each plot (or geometry placed on each of the points) toward the attractor curve. 

2 - how can i prevent these volumes on each plot from overlapping/clashing. (i looked at circle packing for inspiration but none the wiser). Also as an option, where there are clashes between volumes can i force them up a level/storey?

Ok, so i think i might have the orientation sussed? But as for the conflicting boundaries, any ideas where to start?
